Rosemary Avila, Executive Director, Onondaga County Workforce Development Board and Career Center – CNY Works, Inc.
Rosemary has over 10 years of experience in multicultural environments, the private sector, non-profit organizations, workforce development, and federal and local government. Formerly, she led the Tompkins County Workforce Development Board as executive director overseeing programs such as the Workforce Innovation and Opportunity Act (WIOA), disability resources, and the Summer Youth Employment Program.
Previous to that role, she worked at the Center for Community Alternatives in Syracuse where she oversaw workforce programs for formerly incarcerated young adults and adults returning to the workforce. In addition, Rosemary served as the business relations liaison with second chance initiatives and young adults. Rosemary worked for the U.S. Department of State in Consular Affairs in Washington, D.C., and at overseas posts in Venezuela, Colombia, Mexico, and Haiti.
Rosemary has an M.P.A. from Norwich University and a B.A. from the University of Florida. She is fluent in Spanish and Italian.
Mitchell Latimer, Council Representative, North Atlantic States, Regional Council of Carpenters
Mitchell is a Business Representative and Delegate to the North Atlantic States Regional Council of Carpenters. He has held this position for the past seven years and has been a member of the Local 277 Carpenters Union since 2001.
Mitchell is currently a Trustee on the North Atlantic States Carpenters Training Fund, a member of the Board of Directors for Onondaga Civic Development Corporation and CNY Works. He resides in Liverpool, NY. Mitchell has been happily married to his beautiful wife Krista for twelve years and is the proud father to three daughters.
Michael Frame, Senior Vice President for Workforce Development for MACNY the Manufacturing Association
In this role, Mike guides MACNY’s mission to grow and expand the use of Registered Apprenticeship and other Workforce Development programs supporting both MACNY’s and Partners for Education and Business, Inc.’s (PEB) activities, as well as plays a critical role in the refinement, design, and integration of organization wide, cross-team systems and processes to ensure alignment and increased operational efficiency.
Mike previously served as the Chief Operations Officer for SUNY Polytechnic Institute, where he oversaw all strategic and operational responsibilities to direct, administer, and coordinate the activities of SUNY Poly’s campuses. This included direct supervision of Human Resources, Information Technology Services, University Police, Utica facilities, Campus & Corporate Events, Communications & Marketing, External Relations, Institutional Research, and campus affiliated organizations including the SUNY Poly Foundation, Auxiliary Services Corporation and liaison of the campus to the New York Center for Research, Economic Advancement, Technology, Engineering and Science (NY-CREATES).
Previous experiences include serving as Director of Federal Relations for Florida State University to establishing FSU’s first Washington DC-based operation. He has also served as Director of Federal Relations for the State University of New York (SUNY) System and as Director of Federal Relations for Binghamton University. Other work experiences include Director of Special Projects for the Metropolitan Development Association of Syracuse and Central New York (now Centerstate CEO), Executive Director of the New York State Urban Council, and Policy Analyst for the California State University (CSU) System.
Mike has a Master’s in Public Administration from the Maxwell School at Syracuse University, a Bachelor’s in Industrial and Labor Relations from Cornell University and an A.A. from Cayuga Community College. He sits on the boards of Mohawk Valley EDGE, the Syracuse Regional Airport Authority, and the Cayuga Community College Foundation. He has also served as Chairman of the Council on Government Affairs for the Association of Public and Land-grant Universities (APLU), as well as on the boards of the Science Coalition, the SUNY Council for University Advancement, the CNY Defense Alliance, the SUNY Polytechnic Institute Foundation and Auxiliary Service Corporation. He is also the former president of the board of OnPoint for College.
